Dear Mr. Mcdonald:

SUBJECT:

SAFETY GRADE BACKUP MEANS OF REACTOR COOLANT SYSTEM DEPRESSURIZATION - JOSEPH M. FARLEY NUCLEAR PLANT UNIT 2 By letter dated October 21, 1982, you advised us of the results of your evaluation of the applicable requirements of Table 1 in Branch Technical Position (BTP) RSB 5-1, Revision 1. The evaluation was accomplished to show compliance with License Condition 2.C.(12)(b). The condition required

" provisions (or modifications) as necessary to assure that the safety grade backup means of reactor coolant system depressurization is in accordance with the requirements of Table 1" in BTP RSB 5-1, Revision 1.

Our enclosed safety evaluation indicates that we needs further clarification by your staff. Specifically, the following is needed for us to conclude that License Condition 2.C.(12)(b) has been met:

(a) specific (as opposed to general) citations to documents showing

" upgrading of the operators on the power-operated relief valves,"

and, (b) review and referencing of the Diablo Canyon test of March 28, 1985 to show Farley Unit 2 can achieve cold shutdown using only safety grade equipment and natural circulation.

Please provide your response within 60 days of receipt of this letter.

However, should you desire a meeting with our staff prior to your response date, please advise the assigned NRC Project Manager and provide an agenda for discussion.

Sincerely,

/s/SVarga ps'21WA %"g*
