Dear Mr. Russell:

Millstone Nuclear Power Station, Unit No. 2 Additional Response to Specialist Team Insrection 50 336/8810 (May 1.0-17.1988L in t. letter dated August 23, 1988 (Reference (1)), the NRC Staff issued an inspection report to Northeast Huclear Energy Company (NNECO) for Millstone Unit No 2. That letter forwarded a Notice of Deviation and also discussed a number of technical concerns and deficiencies related to Emergency Operating Procedures (EOPs),

in a letter dated September 22, 1988 (Reference (2)), NNEC0 responded to this Notice of Deviation and committed to provide by October 31, 1988, a response plan for the technical concerns and deficiencies.

1. As stated in Reference (2), necessary actions are complete or will be complete by February 1, 1989. 10 the interim, NNECO remains confident that sufficient guidance exists within E0P 2534 (Steam Generator Tube Rupture) and its referral to E0P 2540 (Functional Recovery) to ensure that the Heat Removal Safety Function is not jeopardized.
2. Reference (1), Appendix 11 identifies additional concerns in this area.

Reference (2) responded to all of these Appendix 11 cnneerns except the E0P titied Excess Steam Demand (EOP 2536, not E0P 2526 as stated in Reference (1)). NNEC0 piens to revise E0P 2536 by February 1, 1989.

Reference (1). Section 4- "Review of Validation Proaram and Independent Verification of E0Ps"

1. As requested, NNEc0 plans to resolve the stated differences between the Safety Parameter Lisplay System (SPDS) and E0P form 2540-1 by revising one or both of them to agree with each other.

NNEC0 will revise E0P Form 2540-1 or the SPDS by June 1989,

2. Reference (1), Appendix IV identifies additional concerns in this area, and Appendix III identifies related labelling concerns. Where labelling concerns overlap with the control room design review -tions, NNECO plans to maintain the schedule stated in Reference (3).

NNECO is working through the NRC resident inspector for Millstone Unit No. 2 to resolve each concern. As much as possible, NNECO will complete necessary E0P revisions by February 1, 1989. NNECO will include any additional necessary changes in a subsequent E0P revision planned not later than February 1, 1990.

Reference (11. Section 7- "Human Factors Analysis of E0Ps"

1. As agreed, NNECO will review and evaluate four stated areas of concern for possible improvements,
a. Writer's guide
b. Control room
c. Simulator scenarios
d. Local control stations NNECO is working through the NRC resident inspector to resolve each concern. As much as possible, NNECO will complete necessary E0P revisions by February 1,1989. NNECO will include any additional neces-sary c; inges in a subsequent E0P revision planned not later than Februarv ; 1990.
