SUMMARY

OF TELEPHONE CONFERENCE CALL BETWEEN DOMINION ENERGY KEWAUNEE, INC. AND U.S. NUCLEAR REGULATORY COMMISSION TO DISCUSS THE (XI.E3) ELECTRICAL AGING MANAGEMENT PROGRAM (TAC NO. MD9408)

On November 19, 2009, the U.S. Nuclear Regulatory Commission (NRC or the staff) conducted a conference call (teleconference) with representatives from Dominion Energy Kewaunee, Inc.

(DEK). The purpose of the teleconference was to discuss DEK responses to the staffs requests for additional information (RAIs) regarding the Kewaunee Power Station (KPS) Non-EQ Inaccessible Medium-Voltage Cables Program.

In a letter dated July 13, 2009 (Agencywide Documents and Access Management System

[ADAMS] Accession Number ML091810958), the staff submitted its RAIs related to KPS aging management programs. In the RAI letter, the staff had a request that was related to the Non-EQ Inaccessible Medium-Voltage Cables Program (XI.E3) (RAI B2.1.21-1). DEK responded to the staffs RAI in a letter dated August 17, 2009 (ADAMS Accession Number ML092320093). During the teleconference the staff indicated that the response to RAI B2.1.21-1 did not provide enough information for the staff to make its evaluation. The main issue discussed during the teleconference is summarized below.

Need to provide additional updates to LRA Section B2.1.21 and USAR Appendix A, Section A2.1.21 for the Non-EQ Inaccessible Medium-Voltage Cables Program

  • The applicants RAI response did not update license renewal application (LRA) Section B2.1.21 and associated Updated Safety Analysis Report (USAR) supplement to specify that inspection for water collection is performed based on actual plant experience with water accumulation in the in-scope manhole of the tertiary auxiliary transformer consistent with Generic Aging Lessons Learned Aging Management Program XI.E3 and Standard Review Plan for License Renewal of Nuclear Power Plants Table 3.6.2.

Dominion Energy Kewanee, Inc. As a result of the discussions, DEK indicated that they will supplement their response to RAI B2.1.21-1 to provide additional information to the staff regarding the update of LRA Section B2.1.21 and USAR Appendix A, Section A2.1.21 of the KPS LRA. A list of teleconference participants is enclosed.
