DOCKET NO. 50-312 LICENSE N0. DPR-54 PROPOSED AMENDMENT NO. 138 In accordance with 10 CFR 50.59, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Genera-ting Station Unit 1. Enclosed is Proposed Amendment No. 138. Attachment I to this submittal is the No Significant Hazards Evaluation in accordance with 10 CFR 50.92.

Proposed Amendment 138 addresses changes to the Rancho Seco off-site and on-site organization charts. These changes are being implemented in accordance with recommendations made to SMUD by LRS Consultants (Management Appraisal Report, November 1984) to enhance performance of the nuclear organization.

Attachment II to this submittal is a description of the proposed changes.

Pursuant to the Schedule of Facility Fees in 10 CFR 170.21, a check in the amount of $150.00 is provided with this proposed amendment.

ATTACHMENT I NO SIGNIFICANT HAZARDS DETERMINATION The Proposed Amendment to the Technical Specifications has been evaluated, and 2 the District has determined that there are "No Significant Hazards Considera-tions." The basis of this determination is the Commission guidance concerning i the application of the standards of 10 CFR 50.92 provided in 48 FR 14871, April 6, 1983, which presented examples of amendments that are considered not likely to involve significant hazards considerations. Included in these  ;

examples were purely administrative changes to the technical specifications as typified by the proposed revisions to the SMUD r.uclear organization charts.

SAFETY ANALYSIS

! An in-depth management appraisal completed by SMUD in November, 1984, resulted in specific organizational recommendations for improved management attention to Rancho Seco performance by establishing various management assistant posi-tions.

The title, Executive Director, Nuclear, was changed to Assistant General Manager, Nuclear, which is considered a mcre definitive title for the position having i overall responsibility for Rancho Seco.

The additions of Assistant Manager, Nuclear Operations, Assistant to Plant Superintendent, and Assistant Operations Superintendent proposed in the amend-ment to the Rancho Seco Technical Specifications, put into effect SMUD organi-zation changes for increasing plant performance coverage, and are judged to j constitute a positive improvement on the safe operation of the plant. '

Further, lower tier changes such as retitling Engineering and QC to Tech i' Suppcrt to which STA supervisor reports and separating Electrical and ISC Maintenance, lead further to an improvement of plant operating safety and
efficiency.

The organizational changes proposed in Amendment 138 are considered improvements for more efficient managerial supervision and judged to have a positive effect on safe operation of the plant. Operation of Rancho Seco in accordance with j i Proposed Amendment No. 138:

1) does not involve a significant increase in the probability or conse-quences of an accident previously evaluated, 1
2) does not create the possibility of a new or different kind of accident from any accident previously evaluated, and
3) does not involve a significant reduction in a margin of safety, f Accordingly, significant safety hazards are not involved in this amendment, ,
