Dear Mr. Miraglia:

In accordance with 10 CFR 50.90, the Sacramento Municipal Utility Distri.t proposes to amend its Operating License DPR-54 for Rancho Seco.

Amendment No. 82, which was issued by the NRC on August 13, 1986, incorpo-rated the Low Temperature Overpressure Protection (LTOP) system into the Rancho Seco Technical Specifications.

Subsequently, it has become evident that Amendment No. 82 is deficient in providing for venting and surveillance testing of the LTOP system.

The pages of the technical specifications for Proposed Amendment No. 154 are submitted as Attachment I to correct this deficiency. Additionally, they establish a minimum flow rate requirement for the Nuclear Service Electrical Building (NSEB) Emergency HVAC air handling unit to be used in place of the present value with its minimum / maximum tolerance.

Details of the proposed amendment are presented in this submittal as the Description, Reason for Change, and Evaluation and Basis for Safety Findings (Attachment II), and "No Significant Hazards" Consideration (Attachment III).

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.
