Dear Mr. Miraglia:
In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District r
proposes to annnd its Operating License DPR-54 for Rancho Seco, and herewith submits Proposed Amendment No.159 for this purpose.
Accident monitoring instrumentation are specified in the Technical Specifications to ensure that sufficient information is available on selected plant parameters to monitor and assess these variables following an accident.
Consistent with the recommendations of Regulatory Guide 1.97, Revision 3, "Instrumentation for Light-Water Cooled Nuclear Power Plants to Assess Plant Conditions During and Following an Accident," this proposed amendment incorporates the accident monitoring instrementation that have been recently installed or upgraded.
In addition, all the accident monitoring variables have been consolidated into one Technical Specification and reformatted based on guidance provided in Standard Technical Specifications. For consistency, submittals made as Proposed Amendment No.131 and Proposed Amendment No.132 have been incorporated herein and are hereby superseded.
The revised pages of the Rancho Seco Technical Specifications are presented as Attachment I, and the Description, Reason for Change and No Significant Hazards Consideration as Attachment II.
Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.
Enclosed is a check in the amount of $150.00, as required by 10 CFR 170.21, "Schedule of Fee "

AGM/NPP 87-457 Frank J. Miraglia, Jr. DEC 2 31987 The District hereby withdraws Proposed Amendment No.131 dated June 20, 1987 and Proposed Amendment No. 132 dated September 22, 1986.
The Technical Specification changes and additions presented in Proposed Amendment No.159 will be procedurally implemented by the District prior to plant restart while awaiting NRC approval of the proposed amendment.
Therefore, the District request that this amendment become effective upon NRC approval.
