In actordance with 10 CFR 50.90, the Sacramento Municipal Utility District l proposes to amend Operating License DPR-54 for Rancho Seco. i The enclosed pages of Proposed Amendment No.163 (Attachment I) modify the l Technical Specifications to provide an exception to the requirement that the key-operated shutdown bypass switch not be used during reactor power operation.

Details of the proposed amendment are presented in this submittal as the Description, Reason for Change, ar,d Evaluation and Basis for Safety Findings (Attachment II), and No Significant Hazards Consideration (Attachment III)

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.
