In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District ]

proposes to amend Operating License DPR-54 for Rancho Seco, i

The enclosed pages of Proposed Amendment No. 166 (Attachment II) modify tne Technical Specifications to correct typographical errors and make further editorial changes to those submitted in Proposed Amendment No.139 dated January 29, 1986.

Details of the proposed amendment are presented in Attachment I, List of Affected Pages; Attachment III, Description and Reason for Changes; and 1 Attachment IV, Safety Analysis for No Significant Hazards Considerations. '

The proposed changes to the Technical Specifications have been reviewed in i accordance with 10 CFR 50.59 requirements and found not to constitute an unreviewed safety question.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the California State Department of Health Services has been informed of this proposed amendment by mailed copy of this submittal.

Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21, "Schedule of Fees."

It is requested that upon approval of this proposed amendment by the NRC, it be made effective no later than thirty days after receipt by the Distri,ct,) /
