Dear Mr. Miraglia:
Pursuant to discussions held with the NRR staff, the District wishes to i
supplement Proposed Amendment No.145 submitted September 22, 1986 and for l
which additional information was submitted on February 20, 1987.

Proposed Amendment No.145 requested an extension of the existing waiver on 1
surveillance of the. internal vent valves to the Cycle 8. refueling outage.
This supplement adds wording to page 1-2b of the Technical Specifications to the effect that the 3.25 factor applicable to three consecutive time intervals will be reset to begin after the next surveillance.
The revised page of the Technical Specifications is enclosed with this l
1etter. The Safety Analysis and No significant Hazards Consideration in the District's September 22, 1986 submittal of Proposed Amendment No.145, are not changed or affected by this supplement.
