DPR-54 INTERIM (PRE-START) ORGANIZATION Proposed Amendment No. 138 was submitted to the NRC on October 18, 1985 and superseded by Revision 1, submitted on August 13, 1986. Both of these submittals addressed changes to Section 6 of the Rancho Seco Technical Specifications with respect to on-site and corporate organization changes.

These changes resulted from management additions to broaden and augment

. supervision of Rancho Seco activities.

Subsequent to the August 13, 1986 submittal, further organizational restruc-turing has taken place, the most recent to provide for a more efficient focus on the District's restart activities while, at the same time, incor-porating the necessary organizational elements to adhere to all Technical Specification requirements and to facilitate a smooth transition to a l

totally SMUD managed Rancho Seco facility.

The functions and responsibil-ities of this interim organization, titled Nuclear Restart Implementation l

Organization, are presented for NRC information in Attachment I.

In l

addition, the organ'zation of the Nuclear Plant Department, updated August 25, 1986, is submitted as Attachment II for NRC information.

It is the District's intention to utilize this Restart organization until it is phased out in accordance with the Transition Plan to be submitted in Amendment 2 to our Action Plan.

During this interim period, the fundamental requirements of the Rancho Seco Technical Specifications are being met. This is evidenced by the attached tabular listing (Attachment II), which shows the corporate and on-site positions responsible for Rancho Seco as presented in Figures 6.2-1 and 6.2-2 of the technical specifications compared to the corresponding interim positions.

Plant Review Committee (PRC) and Management Safety Review Committee (MSRC) memebers are identified by a single or double asterisk, resrectively.

submitted to the NRC for approval. This forthcoming revision will super-sede Proposed Amendment No. 138, Revision 1.

NRC's technical review of-Proposed Amendment No. 138, Revision 1, specifically, Sections 6.5.3 4

and 6.8, is~ request'ed to. continue however, in view of the District's desire to meet with the NRC in late October to discuss all Section 6 issues needing to be resolved in Proposed Amendment No. 138, Revision 2, as well as " interim" organization matters.

(1) The interim organization shown on Attachment I is a hierarchical representation of senior management of the restart organization. Accordingly, some of the equivalency titles in the technical specifications are not specifically ident-ified on the attachmen t.

(2) AGM, Engineering is not responsible for Nuclear Engineering and, as such, is not an MSRC member in the interim organization.

This represents the removal of only one of the currently identified 10 members.

(3) -The Radiation Protection Superintendent and the Nuclear Electrical Maintenance Superintendent are qualified in the Chemistry and I & C disciplines as well, and provide the necessary PRC reviews during the interim on such matters.
