Dear Hr. Miraglia:

The District hereby submits Supplement 6 to Proposed Amendment No. 164, Revision 0. Supplement 5 to Proposed Amendment No. 164, Revision 0 added a note to Technical Specification Table 4.1-1, Item 4/..c and Technical Specification 4.10.1.E.2 that the toxic gas / chlorine detector was "only required if gaseous chlorine is on site, excluding calibration gas." Since that submittal, the District has determined that removal of gaseous chlorine and the use of any other method for the site waste / sewage facility (more than 1400 feet from the Control Room intake) would conflict with our current ap;eroved California release permit. Any change would require prior approval by the state. In light of this and the guidance provided in Regulatory Guide 1.3 Position C.3, we have limited the total quantity of Caseous chlorine on site (RESTRICTED AREA) to 100 pounds or less. The District is revising Technical Specification Table 4.1-1 Item 44.c and Technical Specification 4.10.1.E.2 to state "only required if the total quantity of gaseous chlorine in the RESTRICTED AREA exceeds 100 pounds,"

Attached are replacement Technical Specification Pages 4-7b ..iid 4-41b. The Safety Analysis and No Significant Hazards Consideration in the District's October 1, 1987 submittal of Proposed Amendment No. 164, Revision 0 are not changed by this supplement.
