Based on discussions between the District and NRC, the District supplements the October 1,1987 submittal of Proposed Amendment 164, Revision 0. is the District's response to NRC questions and comments on Proposed Amendment 164 and the District's October 28, 1987 submittal,
" District Response to 34 Concerns." Attachment 2 is the revised Proposed Amendment 164 pages which incorporate the changes agreed to in the discussions between the District and NRC.
The Safety Analysis and no significant hazards consideration in the District's October 1,1987 submittal of Proposed Amendment 164, Revision 0 are not changed or affected by this supplement.

District response to NRC questions and comments.
Proposed Amendment 164 1.
Specification 3.6 Reactor Building, discuss how containment integrity is maintained whenever the plant is in a mode above cold shutdown.
District Response:
The requirement for containment integrity whenever the reactor coolant system temperature exceeds 2000F is ensured by Plant Operating Procedures B.1, PLANT PRECRITICAL CHECKS and B.2, PLANT HEATUP AND STARTUP. These procedures require that initial conditions (for example Purge Valves closed, Containment j
Integrity established, and Control Room Essential HVAC operable) are met prior -
to leaving COLD SHUTDOWN. Technical Specification 3.6 requires containment integrity to be maintained and provides the action and limiting conditions for operation if containment integrity is not maintained. Therefore the District considers no additional changes are required to Proposed Amendment 164.
However, the District commits to revise Section 3.6 prior to startup from our next refueling outage to incorporate Standard Technical Specifications or the B & W Owners Group Improved Technical Specifications requirements for containment integrity.

Item 6) 3.3.2, ambiguous regarding acceptable level of degradation permitted.
District Response:
Specification 3.3 has been revised to provide clear actions based on equipment operability. The guidance in Standard Technical Specifications has been incorporated, eliminating the need for Specifications 3.3.2, 3.3.4, and 3.3.5.
