Dear Mr. Miraglia:
By letter to the Commission dated October 3,1987, the District submittui Proposed Amendment No.155 (PA-155), Revision 1 to the Radiological Effluent Technical Specifications (RETS).
The District hereby submits Revision 2 of PA-155 which replaces Revision 1 in its entirety.
PA-155, Revision 2 provides additional clarifications and justifications and corrects editorial errors as well as directly changes various RETS.
Changes made to the Rancho Seco RETS incorporates questions and concerns raised by SMUD staff and also raised by the NRC through telecons and PA-155 draft reviews. A new set of Lower Limits of Detection (LLD's) is established for pre-batch release and composite post-release analyses.
The new LLD's are designed to give reasonable assurance the design objectives of 10 CFR 50 Appendix I will be met.
Attachment A provides the major highlights of the changes made to PA-155 Revision 2 and Revision 1. is the Safety Analysis to PA-155, Revision 2. contains all the changes to the Administrative Controls section of the Technical Specifications (Section 6) which result from the changes made in PA-155. Attachment 3 provides a justification and basis for the new LLD values used in the RETS.
Finally, Attachment 4 shows the raw PA-155 changes to the Technical Specifications, complete with revision arrows.,
