Dear Mr. Miraglia:
Based on discussions between the District and NRC, the District hereby submits Supplement 3 to Proposed Amendment 164, Revision 0 Supplement 3 makes the following changes:

The applicability statement in Technical Specification 3.6 was revised to state "All modes from HEATUP-COOLDOWN thru POWER OPERATION, inclusive," replacing "STARTUP thru POWER OPERATION".
"Conditions" was l
deleted from Technfcal Specification 3.6.1 These changes consolidate the applicability requirement for containment integrity in the Applicability Statement.
O The asterisk and associated note was deleted from Technical Specification 4.4.1.2.1 (30) and the bottom of Page 4-17.
Any deviations or exemptions are addressed in the District's IST Program Plan submitted June 25, 1987 Attached are replacement Technical Specification Pages 3-39 and 4-17 incorporating these changes.
The Safety Analysis and no significant hazards i
consideration in the District's October 1,1987 submittal of Proposed Amendment 164, Revision 0 are not changed or affected by this supplement.
Pursuant to 10CFR 50.91(b)(1), the Radiological Health Branch of the California State De3artment of Health Services has been informed of this proposed amendment 3y mailed copy of this submittal.
