SACRAMENTO MUNICIPAL UTILITY DISTRICT i DOCKET NO. 50-312 RANCHO SECO NUCLEAR GENERATING STATION AMENDMENT TO FACILITY OPERATING LICENSE (POSSESSION ONLY)

Amendment No.126 License No. DPR-54

1. The Nuclear Regulatory Commission (the Commission or the NRC) has found that:

A. The application hr amendment filed by the Sacramento Municipal Utility District (the licensee) cat ed April 23,1999, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the i' Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will be maintained in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; l C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the ,

public, and (ii) that such activities will be conducted in compliance with the rules 4 and regulations of the Commission; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFr. Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, the license is amended by changes to the Permanently Defueled Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License (Possession Only) No. DPR-54 is hereby amended to read as follows:

2-(2) Permanentiv Defueled Technical Soecifications The Permanently Defueled Technical Specifications contained in Appendix A, as revised through Amendment No.126 , are hereby incorporated in the license.

Sacramento Municipal Utility District shall maintain the facility in accordance with the Permanently Defueled Technical Specifications.

3. This license amendment is effective as of the date of its issuance and shall be implemented within 30 days.

ATTACHMENT TO LICENSE AMENDMENT NO.126 .

FACILITY OPERATING LICENSE (POSSESSION ONLY) NO. DPR-54 DOCKET NO. 50-312 Replace the following pages of the Appendix A Technical Specifications with the attached revised pages. The revised pages are identified by amendment number and contain marginal lines indicating the areas of change.

RANCHO SECO UNIT 1 PERMANENTLY DEFUELED TECHNICAL SPECIFICATIONS I

D3/4.1 SPENT FUEL POOL LEVEL LIMITING CONDITION FOR OPERATION I

D3.1.1 At least 37 feet of water shall be maintained in the spent fuel pool during fuel handling operations.

D3.1.2 At least 23 feet 3 inches of water shall be maintained in the spent fuel pool when fuel haz4dling operations are not in progress.

Applicability: Whenever irradiated fuel assemblies or I control components are in the spent fuel pool Actions

a. With the requirements of LCO D3.1.1 not satisfied, immediately place fuel assemblies and control components in a safe condition, suspend fuel handling operations, and restore the spent fuel pool level to within its limit.
b. With the requirements of LCO D3.1.2 not satisfied, restore the spent fuel pool level to within its listit.

D4.1.1 DAILY verify the water level in the spent fuel pool is at or above the minimum requir.ed level.

D4.1.2 At least once every 18 MONTHS perform an INSTRUMENT CHANNEL CALIBRATION on the spent fuel pool level instrumentation.
