Generic Letter 82-33 dated December 17,                      1982,  requires that NRC-licensees subnit a procedures generation package (PGP) at least three months prior to the start of formal operator training on the upgraded emergency operating procedures (EOPs) . Accordingly, we hereby submit for NRC review, the enclosed PGP based on the guidelines of NUREG 0899.
Section 7.1 of NURBG 0899 states that licensees may request that the NRC perform a limited review of the PGP and provide a preliminary evaluation.
Georgia Power Company (GPC) requests this evaluation in order to receive early NRC irput and thereby avoid the possibility of extensive revisions to our final EOPs.
Please note the following related to the Unit 1 and ' Unit 2 Plant Specific Technical Guidelines:                    1) page 85 of 93 (Suppression Pool Ioad
,              Limit) will be provided at a later date due to calculational work still in i'              progress; 2) page 34 of 93 makes reference to a calculation being performed by General Electric for the BE Owners' Group which may change the value for j              the maximum suberitical banked rod withdrawal position; and 3) a new revision to the generic BNR emergency procedure guidelines                                require a 4
e    slight revision to values in the table on pages 71 of 93                                  80 of 93.            <
