During an NRC inspection conducted on November 2 through December 13,1997,one  ;

violation of NRC requirements was identified. in accordance with the " General Statement  ;

10 CFR Part 50, Appendix B, Criterion V, requires, in part, that activities affecting

quality shall be prescribed by procedures of a type appropriate to the circumstances.

These procedures shallinclude appropriate quantitative or qualitative acceptance

criteria for determining that important activities have been satisf actorily

accomplished.

Contrary to the above, as of December 13,1997, Procedure 6.SC.502, " Secondary

Containment Penetration Examination," Revision 2, which conducts an assessment

of air in leakage through redundant secondary containment doors, an activity

affecting quality, was not appropriate to the circumstances in that it did not include

appropriate acceptance criteria. This procedure summed the minimum door leakage

in each set of two doors to establish the secondary containment in leakage rate. The

use of the minimum in leakage for each door set was potentially nonconservative.  ;
