Dear Mr. Horn:

An NRC inspection was conducted November 2 through December 13,1997, at your -!

Cooper Nuclear Station reactor f acility.' The enclosed report presents the scope and results '

of that inspection. Overall, f acility activities were conducted in a safe and conservative -  ;

manner, j

One violation of regulatory requirements was identified. The violation involved the  ;

surveillance procedure for determining the standby gas treatment system operability

margin. The procedure did not calculate the operability margin in a conservative manner,

The violation is cited in the enclosed Notice of Violation (Notice) and the circumstances

surrounding this violation are described in detailin the enclosed report. Please note that_ i.

determine whether further enforcement action is necessary to ensure compliance with
