Mr. D. G. Eisenhut's letter of May 11, 1984 (NRC Generic Letter 84-14) stressed the need for an accurate description of each licensee's requalification training program and replacement operator training program in order to ensure that candidates for operator licensing examinations have completed the necessary qualifications and training prior to examination, and to ensure that requalification
            -program audits by the regions are based on the requalification training program as implemented.
Accordingly, attached for NRC review and approval is a description of the current requalification program for NRC licensed personnel for the McGuire Nuclear Station (dated January 16, 1985). This program,which is required by 10CFR50.54(1-1),
meets the requirements of Appendix A to 10 CFR Part 55 and is in accordance with the latest INPO guidelines as described in their released document of November 3, 1980. It is provided in a format similar to the format of the Oconee and Catawba programs which are approved by the NRC. Also attached is a description of the McGuire Nuclear Station operator replacement training program (dated February 15, 1985) which is required by 10 CFR Part 55.              These programs supersede all previous submittals. Pursuant to the request in Generic Letter 84-14, the next annual update to the FSAR following approval of the submittal will include these current programs.
McGuire's replacements and requalification training program has previously been reviewed by the NRC as documented in the McGuire Safety Evaluation Report (NUREG-0422, dated March 1978) page 13-2; SER supplement No. 4 (January 1981), pages 22-11 and 22-81; SER supplement No. 5 (April 1981), page 22-34; NRC/0IE Inspection Report 50-369/81-17 and 50-370/81-05, Section 17; and the NRC Systematic Assessment of Licensee Performance (SALP) Board Report 50-369/82-30 and 50-370/82-24, page 26.
Pursuant to 10 CFR 170.3(y), 170.12(c), and 170.21, Duke Power proposes that this submittal requires a $150 application fee with the approval fee to be calculated based upon the full costs for the review using the rates shown in $170.20 (with a maximum charge for the review / approval not to exceed $164,600). Therefore, enclosed is a check in the amount of $150.00, with any further charges to be billed at six month intervals or when the review is completed, whichever is earlier.
