-proposed amendment to Appendix A of Facility Operati Licenses DPR 29 and DPR. -30. The proposed amendment requested the dele on of the isolation functions and surveillance. requirements for the Control Room Ventilation System chlorine and sulfur dioxide analyzers. in the referenced teleconference, the Staff pcesented additional questions pertaining to the proposed amendment. The purpose of this letter is to provide a response to the questions which were not resolved dunng the teleconference. 'In addition, this letter provides a request for a revision to a commitment in the Refere  :) letter. The unresolved questions (with CECO's -

- responses), and the comman, ant revision request are described in the attachment.

.- SUPPLEMENTAL INFORMATION PROPOSED AMENDMENT TO FACILITY OPERATING LICENSES DPR 29 & DPR 30 APPENDIX A, TECHNICAL SPECIFICATIONS QUAD CITIES NUCLEAR STATION A. Unresolved Questions from July 23, 1992 Teleconference

1. Does the licensee have procedures which address the use of self contained breathing apparatus (SCBA) and supplied air breathing equipt ient?

As stated in the Reference (a) submittal, both SCBA equipment and a tank / manifold source of breathing air are available to control room personnel Ouad Cities Station procedure OOA 5750-13," Toxic Air or Smoke in the Control Room" defines the immediate operator actions when the odor of toxic air or fumes are detected in the control room. Subsequent to verifying isolation of the Control Room Ventilation System, control room operators are instructed to don supplied air masks or air packs (Self Contained Breathing Apparatus, or SCBA) if necessary. The DISCUSSION section of the procedure describes the location of the breathing air tanks, and indicates that pressure indication for the tanks is available in the control room.

Quad Cities Station procedure OCRP 5500-1," Respiratory Protection Program Administrative Guidelines" describes the criteria for the selection of respiratory equipment. Instructions for the selection and utilization of respiratory equipment are delineated in OCRP 5510-1 " Selection, Issuance, &

Utilization of Respiratory Equipment". Instructions for the use of specific respiratory equipment are described in OCRP 5510-8 " Utilization of Supplied Air Respiratory Equipment" and OCRP 5510-13 "Utinzation and Maintenance of the Mine Safety Appliances (MSA) Se9 Contained Breatning Apparatus (SCBA)"

2. Does the licensee provide training to control room operators on the procedures and the use of SCBA and supplied air equipment?

Licensed and non licensed operators at Quad Cities Station (including contrci room operators) receive initial recpiratory training as part of the initial Nuclear General Employee Training (NGET) program. This training provides instruction to operators on the technicat basis, selection, and utilization of respiratory equipment. During ihe training, the operators are required to demonstrate proper use of SCBA and supplied air equipment. The initial training is reinforced an an annual basis during annual NGET requalification for operators.

B. Proposed Revision to a Commitment in thL Reference (a) Submittal.

In the proposed Technical Specihcation amendment (Reference (a)), CECO committed to retain the equipment and the alarm f unctions for the ch!orine and sulfur dioxide analyzers subsequent to approval of the amendmoni. CECO proposes to revise the original submittal to delete this commitment and allow CECO to physically lemove the analyzers from the Control Room Ventilation system.

At the present time, the chlorine and sulfur dioxide analyzers are high maintenance components, which nouire a significant number of man-hours to eraure operability. Maintenance records for the chlorine and suttur dioxide analyzers indicate that approximately 300 hours0.00347 days <br />0.0833 hours <br />4.960317e-4 weeks <br />1.1415e-4 months <br /> of maintenance have been required for the two

- analyzers since 1987 An additional five hours per month is required to perform routine functional tests and

, calibrations; The technical justification for the deletion of the isolation functions (Reference (a)) indicated that the analyzers were no longer necessary to ensure control room habitability following a postulated accident

, involving chlorine and sulfur dioxide shipments in the vicinity of Quad Cities Station. Therefore, future maintenance and surveillance effcis (approximately 115 hours0.00133 days <br />0.0319 hours <br />1.901455e-4 weeks <br />4.37575e-5 months <br /> per year) will not enhance the level of safety provided to control room persennel. Based upon this conclusion, a revision to the original commitment would anow CECO to more effectively reallocate maintenance and surveillance resources to more., appropriate safety significant work, without negatively impacting the level of safety of control room personnel.
