The purpose of this letter is to provide you with a confirmation of what was committed to by the Waterford 3 staff in response to your concern regarding a lack of compensatory measures for the Vehicle Barrier System (VBS) documented in Revision 16 of the Waterford 3 Physical Security Plan (PSP). In your letter dated June 20,1996, you indicated that Waterford 3's staff committed to include compensatory measures as outlined in Nuclear Entergy Institute Letter 96-01, dated February 13,1996, in the next submitted security plan change. Per telephone conversation between your staff and Waterford 3's staff on May 15,1996, the following actions were committed to in response to the lack of a detailed explanation of compensatory measures in the PSP for the Vehicle Barrier System:
