The purpose of the meeting was for the NRC staff to discuss potential impacts on the 618-11 site resulting from remediation activities that the DOE is undertaking in the controlled area at Columbia Generating Station (CGS). Energy Northwest, the licensee, plans to submit a license amendment request to address the impacts of the remediation activities. A list of attendees is provided as an Enclosure. The licensee's presentation slides on the status of the 618-11 Project are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 12292A 164. The 618-11 site is a waste burial ground adjacent to CGS that DOE plans to remediate shortly. The remediation will be done in two phases; the vertical pipe units and the trenches will be Phase 1 while the caissons will be Phase 2. The expected license amendment request would address the impacts on the site from Phase 1 of the remediation. Possible areas of impact include the emergency plan and control room habitability in case of an accident. The licensee will develop the license amendment request once DOE finalizes its Documented Safety Analysis, which is expected in the near future. Energy Northwest and the NRC staff then intend to have another pre-submittal meeting. The NRC staff queried Energy Northwest about the methods and engineering controls being planned for the remediation activities, the inventory in the burial ground, and the areas of impact that would be considered for the license amendment request. When appropriate, DOE contributed to the responses. Many of the NRC staff's questions and concerns will be better addressed after DOE finalizes its Documented Safety Analysis and after the memorandum of understanding currently under discussion concerning emergency plans, security, and other subjects is complete. The planned closed portion of the meeting was not held because the NRC staff did not have any questions that were not able to be addressed in the public forum. Prior to the public meeting, DOE and the NRC staff discussed the remediation effort and status without the licensee present. Beyond the information covered in the public meeting, DOE and the staff discussed the roles of the different federal agencies in relation to this project.
