IntroductionInordertoachievetheorganizationalperformancelevelanticipatedinourNuclearMissionStatement,webelievethat"Wemustprotectthehealthandsafetyofthecommunityandouremployeesbysettingsafeoperationasourhighestpriority"and"Wemustbeefficient,well-managed,disciplinedandmaintainhighstandardsofperformance."Ourdedicatedandexperiencedstaff,workingtothisphilosophy,continuestobethedriving'forcebehindourexcellentoperating.record.Werecognizethatin.severalareasimprovementscanbemadeand,infact,manyprogrammaticupgradesandmanagementoversightenhancementsarewellunderway.WeconcurwiththeSALPBoardassessmentthatfurthergainsinoverallperformancecanbeachievedbyimprovingourmanagement-systemsforidentifyingandcorrectingdeficiencies.Tothisendwearecommittedtomoreeffectivesupervisoryoversight,strengtheningadministrativecontrolsandaqualityorganizationwithasharperfocusonperformanceimprovement.TheBoard'srecommendationsarebeingevaluatedandRG&Ewilltakeappropriateandtimelyaction.Thecommentsoneachsection,whichfollow,provideadditionalinformationaboutspecificissuestoclarifyRG&E'snuclearoperationasdetailedintheSALPrepor't.PlanterationsManagementoversightandcontrolofplantoperations'isbeingstrengthenedbycommunicatingmanagementexpectationsthroughaseriesofmeetingswithmanagersandsupervisors,byemphasizingtheimportanceofhavingfirst-linesupervisorsmonitoringworkactivityinthefield,andthroughamajorproceduresupgradeprogram.Inaddition,wehavebegunimplementationofacomprehensivecommitmenttrackingprogram.Housekeepingstandardswillbeformalizedandresponsibilityassignedtoprovidemoreconsistentperformanceinthisarea.Wehavemadeexcellentprogressinimprovingtheinterfacebetweenplantoperationsandcorporateengineeringandarecontinuingthoseefforts.Inparticular,wehaveassessedtheprogramforturnoverofmodificationsandhaveidentifiedenhancements,asdiscussedwithyourStaffatourOctober3,1989meeting.RadioloicalProtectionToimproveeffectivenessintheradiologicalprotectionareaanumberofactionsarebeingtaken.Radiologicalprotectionstandardsareundergoingreviewandenhancedstandardswillbeestablished.Weareupgradingtheradiologicalprotectionprogramandplacinggreateremphasisonindividualresponsibility.Thenewprogramcallsforincreasingsupervisoryoversight'ffield
