Letter from R.C. Mecredy (RG&E) to W.T. Russell (NRC) dated June 22, 1989.

Dear Mr. Martin:

The purpose of this letter is to update you on our plans to provide appropriate ventilation to the Intermediate Building clean side. We have implemented an extensive program to manually close all external openings in the building for freeze protection. This action is triggered by a minimum outdoor temperature forecast or reading of 20'F, or, by calendar, i.e.

November 1, whichever comes first. Via many temperature readings located throughout the building, we watch and react to changes as needed. This approach has proven effective in preventing any potential freezing conditions which could impact plant equipment.

Recognizing that manual methods may not always provide complete assurance, we have completed preliminary engineering on more extensive modifications that would automate outside supply fans and alarm low temperatures. The proposed modifications would require replacing or adding louvers, fans, ductwork, fire dampers, covers, alarms, and associated structural and electrical items. This corrective action will enhance the ventilation capabilities for this building to reduce both hot and cold spots.

Cl The proposed Intermediate Building modifications require ventilating supply air to be drawn from the Turbine Building during the winter months. In order to simultaneously provide proper make-up air for the Turbine Building, a modification to this ventilation system is required also. Preliminary engineering has been completed, and we are planning to resolve some existing ventilation problems in this building also.

The engineering and installation of these modifications are required to be integrated since the air flows in one building will be dependent on the air flows in the other building. These modifications are extensive but will resolve the ventilation problems.

Completion is presently scheduled for the fourth quarter of 1993.

Considering the inter-relationships of air movement between buildings and the extent of the work required, we believe this schedule is realistic. In the meantime, the manually controlled program for ventilation openings will be maintained.
