Enclosed is an Application for Amendment to Operating License to amend Appendix A of that license to reformat the Auxiliary Electrical Systems Technical Specifications and.
Action Statements for the offsite and onsite power sources available for the operation of plant auxiliaries.
It should be noted that this Technical Specification upgrade is a voluntary submittal on the part of RG&E.
The present Section 3.7 is an NRC-approval document.
Although RG&E has chosen to model this proposed Specification after the Standard Technical Specifications, it is not a verbatim translation of the Standard Technical Specifications.
We have chosen to adopt those sections considered appropriate for Ginna Station.
RG&E voluntarily chose to upgrade the Offsite Power System to provide improved reliability and, as a consequence, improved plant safety.
The upgraded configuration continues to comply with our existing Technical Specifications.
Because RG&E is voluntarily proposing to revise the Technical Specifications, the principles of 10CFR50.109 should be con-sidered by the NRC staff during the review of this proposed license ammendment.
This proposed Amendment should be considered effective 30 days after RG&E receipt of NRC approval.
