Dear Dr. Meeredy:

This letter transmits the results of safety inspections conducted by NRC inspectors at the Ginna Nuclear Power Plant from August 9 through September 19,1999. At the conclusion of the inspection, the findings were discussed with Mr. J. Widay and others of your staff.

During the six weeks covered by this inspection, we noted good operational performance. Your staff identified and effectively resolved deficiencies with the control room air intake fan and B-residual heat removal pump. We also noted a good initiative involving the reduction of contaminated arers at the plant.

Based on N eesults of our review, the NRC has determined th a Severity Level IV violation of NRC requirements occurred. This violation is being treated as a Non-Cited Violation (NCV),

consistent with Appendix C of the enforcement policy. The NCV is described in the subject inspection report and involves the failure of your staff to properly pre-approve workers exceeding overtime limits during the March 1999 refuel outage. If you contest the violation or the severity level of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington, D.C. 20555-0001, with copies to the Regional Aoministrator, Region 1; the Director, Office of Enforcement, United States Nuclear Regulatory Commis::!cn, Washington, D.C. 20555-0001; and the NRC Resident inspector at the Ginna Station.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its enclosure will be placed in the NRC Public Document Room.
