Dear Mr. Carlin:

On February 9,2011, the Nuclear Regulatory Commission (NRC) completed its end-of-cycle performance review of R. E. Ginna Nuclear Power Plant (Ginna). The NRC reviewed the most recent quarterly performance indicators (Pls) in addition to inspection results and enforcement actions from January 1,2010, through December 31,2010. This letter informs you of the NRC's assessment of your facility during this period and its plans for future inspections at your facility.

This performance review and enclosed inspection plan do not include security information. A separate letter will include the NRC's assessment of your performance in the Security Cornerstone and its security-related inspection plan.

The NRC determined that overall, Ginna operated in a manner that preserved public health and safety and met all cornerstone objectives. The NRC determined the performance at Ginna during the most recent quarter was within the Regulatory Response column of the NRC's Reactor Oversight Process (ROP) Action Matrix because all inspection findings had very low (i.e., green) safety significance, and there was one White Pl in the Mitigating Systems Cornerstone. The White Pl was related to exceeding the White significance threshold for the Mitigating Systems Performance Index (MSPI), Heat Removal Systems Pl, since the third quarter 2009, due to reliability issues associated with the auxiliary feedwater (AFW) system, specifically the turbine-driven (TD) AFW pump.

On July 23,2010, the NRC completed a supplemental inspection for two White findings and a White Pl, associated with multiple failures of the TDAFW pump, and determined that Ginna's actions addressing these issues were appropriate. The inspection was conducted using Inspection Procedure (lP) 95002, "lnspection for One Degraded Cornerstone or Any Three White Inputs in a Strategic Performance Area," and the results were documented in inspection report 050004412010007. Therefore, the two White finding were removed from the assessment process resulting in Ginna transitioning from the Degraded Cornerstone Column to the Regulatory Response Column of the NRC's Action Matrix. The plant will remain in the Regulatory Response Column untilthe White Pl returns to Green. Because the Pl was inspected using lP 95002, the NRC determined that no additional agency follow-up beyond the baseline inspection program is necessary. Therefore, the NRC plans to conduct ROP baseline inspections at Ginna.

The enclosed inspection plan lists the inspections scheduled through June 30, 2012. Routine inspections performed by resident inspectors are not included in the inspection plan. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the mid-cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant.

From January 1 to December 31,2010, the NRC issued one severity level lVtraditional enforcement non-cited violation that involved a willful act. Therefore, the NRC plans to conduct P 927A2, "Followup on Traditional Enforcement Actions including Violations, Deviations, Confirmatory Action Letters, Confirmatory Orders, and Alternative Dispute Resolution Confirmatory Orders," to follow-up on this violation.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
