Enclosed are 4 copies of Revision "S" to the R.E. Ginna Nuclear Power ?lant Security Plan. This revision is submitted in accordance with the provisions of 10CFR50.54(p) since it does not degrade physical security effectiveness.

Revision "S", dated September 30,1999 changes the contingency weapons available to the response force to those most effective in the current defensive strategy. This change eliminates a less effective response weapon and provides for enhanced training on the weapons proven to be most effective during our recent Operational Safeguards Response Evaluation (OSRE.) i'ne weapon eliminated from the inventory was not used in any way during the OSRE. In order to facilitate NRC review,

changes to the text are highlighted by side-bars located to the left of the revised text.
