Dear Ms. Chen:

This letter formally separates the proposed reorganization of the HI-STORM 100 CoC (also referred to as the Graded Approach) changes submitted as part of LAR-16 into a new LAR-19.

This separation of the technical changes and the proposed reorganization originally proposed together in LAR-16 is done in an effort to allow the NRC staff to prioritize work as resources are redistributed.

The proposed reorganization was originally submitted in Reference [1]. On June 27, 2021, a public meeting was held between the NRC and Holtec to discuss the NRC staffs feedback related to the CoC changes proposed in the application for HI-STORM 100 Amendment 16 following the process developed and described in RIRP-I-16-01 (ML17138A119). In this meeting the NRC staff provided feedback and requested additional information on the proposed CoC changes.

Subsequently, the proposed reorganization was updated in Attachments 1 through 11 of Reference Document ID 5014941 Page 1 of 2

[2]. The table below clarifies the separation of LAR-16 and LAR-19 going forward.

Holtec requests that HI-STORM 100 Amendment 16 be available for use by end of 2023. As this letter is the initiation of a separate LAR-19, Holtec requests that the HI-STORM 100 Amendment 19 be available for use by early 2024.
