Gentlemen:

.This is in response to your December 10, 1986, sub;nittal of revised pages to 1 your Fundamental Nuclear Material Control Plan coricerning the timing of reviews and audits.

We have reviewed your changes and hdve determined that they will not adversely affect the common defense and security nor the public health and safety and ore otherwise in the public interest. Accordingly, we are revising License Conditions 2.1 and 8.1 to Amendment SG-1 to your License No. SNM-1097, effective immediately, to read as follows: s 2.1 The licensee shall . follow Sections 1.0 through 8.0, Appendix C and pages xix through xxi of its Fundamental Nuclear Material Plan dated June 24, 1977; as revised by the schedule of revisions shown on pages ,

xix through xxi'(dated "5/08/87"), and as revised by the submittal of i December 10, 1986 (pages 1-10, 1-11, 4-2, 8-1, C-15 --- all dated "12/10/86"). This Plan may be further revised in accordance with the provisions of 10 CFR 70.32(c).

l 8.1 Notwithstanding the review and audit of the special nuclear material control and accounting program contained in Sections 1.8.1, 4.1.3, and 8.2.1 of the Plan identified in License Condition 2.1 ond the requirements of 10 CFR 70.57(b)(2) and 10 CFR 70.58(c)(2), the I licensee shall perform management audits nominally every two years. l Audits shall be performed in a time frame not exceeding 25 months. i Each review and audit shall be documented in sufficient detail to l

l show what was examined, how it was examined and the depth of exaanination. The results of these reviews and audits shall be recorded and reported to license management (along with re-commendations'and improvements), shall be documented, reported to the licensee's plant' management and kept available at the plant for inspection for a period of five years.-

We have determined that the attachments to your December 10, 1986, letter contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or financial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
