Attached please find a copy of Licensee Event Report No. 82-031/03L-1.
This event was determined to be reportable per Technical Specification 6.9.1.9.b. Revision 0 noted that differential pressure instrumentation indicated that Zone III of secondary containment was not maintained at the required vacuum. Additional events of a similar nature occurred prior to implementation of the design changes to produce a permanent solution.
This revision lists the other events and explains the design changes.
