Attached please find a copy of Licensee Event Report No. 82-025/01T-0.

This event was determined to be reportable per Technical Specification 6.9.1.8.b, in that the chlorine detectors were declared inoperable and the action statement could not be complied with. This occurred due to an inconsistancy in the Technical Specifications allowing both Control Room Emergency Outside Air Supply Systems to be taken out of service.

Attachment Licensee Event Report 82-025/0lT-0 While in an outage from startup testing, in Operational Condition 4, both chlorine detectors were declared inoperable due to a lack of electrolyte.

The action statement requires one Control Room Emergency Outside Air Supply System train be put in recirculation. At this time, it was noted that both CRE0 ASS trains were out of service for modifications. The CRE0 ASS specifi-cation allows both trains to be inoperable in 0.C. 4, provided core alterations are suspended. Because the CRE0 ASS action statement allowed both trains to be inoperable, the chlorine action statement could not be adhered to and the unit was in a condition less conservative than permitted by the action state-ment. One chlorine detector was returned to service within approximately 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, and the remaining detector was operable shortly thereafter. To prevent recurrence, the operators reviewed the event and were cautioned as to releasing equipment from service. Further; a Technical Specification change will be submitted to delete the inconsistancy in the two specifications.
