This letter provides an updated response to Violation 3 contained in the NRC Integrated Inspection Report 50-387/97-03 and 50-388/97-03 dated June 23, 1997. The Violation 3 response identified that a review of department practices associated with 50.59 evaluations is ongoing and that appropriate procedural changes will be implemented by the fourth quarter of 1997. These reviews are complete and procedural revisions drafted. Additionally, PP&L committed in October 1997, to review and where appropriate, revise the PP&L 10CFR50.59 program so that it is consistent with the guidance of NEI 96-07 Revision 0 "Guidelines for 10CFR50.59 Safety Evaluations". As an active member of Nuclear Strategic Issues Advisory Committee (NSIAC), PP&L believes that consistency with NEI 96-07 is a key aspect of the continued safe and efficient operation of SSES.

In order to apply lessons learned and to include the guidance of NEI 96-07 in the PP&L 10CFR50.59 program, PP&L currently is scheduling issuance of all procedural revisions by the end of the first quarter 1998.
