SSES-FSARoperations.TheISEGneednotperformdetailedauditsofplantoperationsandshallnotberesponsibleforsign-offfunctionssuchthatitbecomesinvolvedintheoperatingorganization.ThenewISEGshallnotreplacetheplantoperationsreviewcommittee(PORC)andtheutility'sindependentreviewandauditgroupasspecifiedbycurrentstaffguidelines(StandardReviewPlan,RegulatoryGuide1.33,StandardTechnicalSpecifications).Rather,itisanadditionalindependentgroupofaminimumoffivededicated,full-timeengineers,locatedonsite,butreportingoffsitetoacorpoxateofficialwhoholdsahigh-level,technicallyorientedpositionthatisnotinthemanagementchainforpowerproduction.TheISEGwillincreasetheavailabletechnicalexpertiselocatedonsiteandwillprovidecontinuing,systematic,andindependentassessmentofplantactivities.Integratingtheshifttechnicaladvisors(STAs)intotheISEGinsomewaywouldbedesirableinthatitcouldenhancethegroup'scontactwithandknowledgeofday-to-dayplantoperationsandprovideadditionalexpertise.However,theSTAonshiftisnecessarilyamemberoftheoperatingstaffandcannotbeindependentofit.ItisexpectedthattheISEGmayinterfacewiththequalityassurance(QA)organization,butpreferablyshouldnotbeanintegralpartoftheQAorganization.ThefunctionsoftheISEGrequiredailycontactwiththeoperatingpersonnelandcontinuedaccesstoplantfacilitiesandxecords.TheISEGreviewfunctionscan,therefore,bestbecarriedoutbyagroupphysicallylocatedonsite.However,forutilitieswithmultiplesites,itmaybepossibletoperformportionsoftheindependentsafetyassessmentfunctioninacentralizedlocationforalltheutility'splants.Insuchcases,anonsitegroupstillisrequired,butitmaybeslightlysmallerthanwouldbethecaseifitwereperformingtheentireindependentsafetyasse'ssmentfunction.Suchcaseswillbereviewedonacase-by-casebasis.Thisrequirementshallbeimplementedpriortoissuanceofanoperatinglicense.RefertoSubsection18.2.6fortheresponsetoadditionalrequirementscontainedinNUREG0694.18.1.7.2IneNonerequired.atiRev.51,02/97

SSES-FSAR.7SatmetoResnseThefunctionsoftheISEGwereoriginallyperformedbytheNuclearSafetyAssessmentGroup(NSAG).PP&L'scommitmenttotheNSAGwasaddressedinaletterfromN.N.CurtistoB.J.YoungbloodonDecember8,1980(PLA-585)andwasfurtheraddressedinNuclearDepartmentInstructionNDI-1.1.2.SinceDecember1980significantchangeshaveoccurredwithintheNuclearDepartment,includingorganizationalnames,structures,andreportingchannels.Inaddition,theproceduresprogramhasbeentotallyrevised.Currently,theISEGfunctionisperformedbyIndependentSafetyEvaluationServices(ISES).ThisnamechangeoccurredinFebruary1995whenthepreviousNSAGwasassignedtothenewlycreatedNuclearAssessmentServices(NAS).ThefunctionsoftheNSAGwereretainedbyISES.ThesearespecifiedinNuclearDepartmentProcedureNDAP-QA-0100,ConductofNuclearAssessmentServices.NuclearDepartmentProcedureshavereplacedtheNuclearDepartmentInstructions,includingNDI-1,1.2.TheindependenceoftheZSESorganizationwas'aintained,sincetheManager-IndependentSafetyEvaluationServicesreportstotheManager-NuclearAssessmentServices,whoisnotinthedirectmanagementchainfornuclearpowerproduction.TheManager-NASreportsdirectlytotheSeniorVicePresident-Nuclear,andhastheresponsibilityandtheauthoritytoidentifydeviationsfromqualityandsafetyrequirementstoanyappropriateNuclearDepartmentmanagementlevel.TheISESshallbecomposedofatleastfivededicated,full-timeengineerswithatleastthreelocatedonsite.Eachmemberof1SESshallhaveabachelor'sdegreeinengineeringorrelatedscience,andatleasttwoyearsprofessionallevelexperience,atleastoneyearofwhichexperienceshallbeinthenuclearfield,ortheequivalent.ISESis'currentlyorganizedwiththeManager-ISESplusonenuclearSafetyEngineerattheGeneralOfficeinAllentownandtheSiteSupervisor-ISESplustwoNuclearSafetyEngineersonsite,TheUSESshallfunctiontoexamineSusquehannaSESoperatingcharacteristics,NRCissuances,industryadvisories,LicenseeEventReports,andothersourcesofplantdesignandoperatingexperienceinformation,includingplantsofsimilardesign,whichmayindicateareasforimprovingplantsafety.TheISESshallberesponsibleformaintainingsurveillanceofunitactivitiestoprovideindependentverificationthattheseactivitiesareperformedcorrectlyandthathumanerrorsarereducedasmuchaspractical.TheISESshallmakedetailedrecommendationsforrevisedprocedures,equipmentmodifications,maintenanceactivities,operationsactivities,Rev.51,02/97 SSES-FSARorothermeansofimprovingSSESnuclearsafetytotheSeniorVicePresident-Nuclear.TheISESshallperformthefollowingspecificactivities:ConductnuclearsafetyassessmentsofNuclearDepartmentactivities,includinginvestigationsofoperationalincidents,andprepareprojectreports.Evaluatefortechnicaladequacyandclaritythoseproceduresimportanttothesafeoperation,ofSSES.Evaluateplantperformanceregardingconformancetosafety/environmentalregulations.Reviewviolations,deviations,andreportableeventsatSSESthatrequirereportingtotheNRCinwriting.181.80T-TERMCCZDEROCEDEREVNI.118.8.ernetoe'ReanalysisofsmallbreakLOCAs,transients,accidents,andinadequatecorecoolingandpreparationofguidelinesfordevelopmentofemergencyproceduresshouldbecompletedandsubmittedtotheNRCforreviewbyJanuary1,1981.TheNRCstaffwillreviewtheanalysesandguidelinesanddeterminetheiracceptabilitybyJuly1,1981,andwillissueguidancetolicenseesonpreparingemergencyproceduresfromtheguidelines.FollowingNRCapproval.oftheguidelines,licenseesandapplicantsforoperatinglicensesissuedpriortoJanuary1,1982,shouldreviseandimplementtheiremergencyproceduresatthefirstrefuelingoutageafterJanuary1,1982.ApplicantsforoperatinglicensesissuedafterJanuary1,1982shouldimplementtheprocedurespriortooperation.ThisschedulesupersedestheimplementationscheduleincludedinNUREG-0578,Recommendation2.1.9foritemI.C.1(a)3,ReanalysisofTransientsandAccidents.Forthoselicenseesand/orownersgroupsthatwillhavedifficultyinattainingtheJanuary1,1981duedateforsubmittalofguidelines,acomprehensiveprogramplan,proposedschedule,andadetailedjustificationforalldelaysandproblemsshallbesubmittedinlieuoftheguidelines.18.18.2teetatioTheBNROwners'roupguidelinesmaybeutilizedtodevelopemergencyproceduresforaccidentsandtransients.Rev.51,02/9718.1-12 i
