        - Violation This . responds      to yourImposition and Proposed    letter of June      3,1988, of Civil      reg (arding our Notice ofEA 87-165) date Penalty 1988.        You requested additional information on the process used by NRC to determine that CP&L clearly should have known of Brunswick environmental qualification deficiencies, as well as a 30-day extension to respond from the date of receipt of additional infortnation. As D. M. Verrelli explained during a conversation with R. Paulk of your staff on May 31, 1988, we have no objection to a 30-day extension for your response. Therefore, your response to the Notice is due on July 5, 1988.
Regarding your request for additional information, the Notices and Circular referred to in our May 5,1988 letter included IE Notice 82-03, IE Notice 83-72 and IE Circular 78-08. As is the case with any enforcement action, I        should you have reason to believe that we were incorrect in stating that CP&L j        clearly should have known of the EQ deficiencies, you should provide your basis for that position in your response to the Notice, i
