During our evaluation of your request we determined that we needed additional information. Enclosure No. 1 identifies the information that we need to complete our review. We request your response within 30 days of the date of this letter.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L. 96-511.

HUMBOLDT BAY UNIT NO. 3, PHYSICAL-INVENTORY OF SPENT FUEL For us to com31ete our review of the June 6, 1988 application, we need a response in w1ich PG & E agrees to the following condit'ons or proposes alternate, connensurate requirements:
: 1. The Regulatory Fosition stated in Section C of Regulatory Guide 5.15, entitled, "Security Seals for the Protection and Control of Special Nuclear Material," dated January 1974, shall be adhered to;
: 2. A physical inventory of all spent fuel shall be conducted whenever a seal has been found to be comprised;
: 3. Seal number and integrity shall be verified every 12 months;
: 4. A physical inventory of all spent fuel shall be conducted after an authorized cpening of the cover in which the period of time since the last inventory is in excess of 12 months; and
: 5. Two authorized individuals shall remain in the area of the spent fuel storage pool when the cover is removed and the period of time since the last inventory is less than 12 months, and the same two individuals shall attest in writing that no fuel was removed from the pool. Alternatively, ar, inventory of all spent fuel shall be conducted.
