Dear Commissioners and Staff:
Dunng the question and answer penod at the April 29,1998 Public Meeting on the Decommissionmg of Humboldt Bay Power Plant (HBPP), a question was raised by a member of the public regardmg the purpose of the dismantlement and replacement of the existing ventilation stack, in my response to the question, I commented that discharge through the existing ventilation stack is filtered This comment appears on page 47, line 11 of the transcnpt of the meeting. I would like to clarify my remark to avoid any confusion.
What I should have said is " discharge through the existing ventilation stack can be filtered." The normal full ventilation flow at HBPP has never had filtration capability.
There is an existing ventilation system operational mode that does provide a filtered refueling building discharge at a low flow rate. This mode would typically be used in the event of elevated radioactive particulate concentrations in the refueling building.
One major benefit of the new stack is that the design includes continuous filtration for the entire plant ventilation flow. This addition will help maintain any radioactive particulate discharge as low as reasonably achievable during the course of plant decommissioning.
