Mr. J. D. Shiffer, Vice President Nuclear Power Generation, Licensing Gentlemen:
Subject: NRC Inspection This refers to a routine, safeguards inspection conducted by Mr. L. R.
Norderhaug of this of fice on July 31 - Augt:st 20, 1985 of activities authorized by NRC License No. DPR-7.
It also refers to the discussions of the preliminary inspection findings held by the inspector with Messers. R. Nelson, G. Busey and other members of your organization at the conclusion of the visit and a subsequent conversation with D. Peterson and B. Dettman of your organization on August 20, 1985.
Areas examined during this inspection included activities related to physical protection as described in the enclosed inspection report. Within these areas, the inspection consisted of selective examinations of procedures and records, interviews with facility and contractor personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your activities were not conducted in full compliance with NRC requirements, as set forth in the Notice of Violation enclosed as Appendix A to this letter. The item has been categorized into.a severity level as described in the NRC Enforcenient Policy, Title 10 Code of Federal Regulations (CFR) Part 2, Appendix C.
Your response to this Notice is to be submitted in accordance with the provisions of 10 CFR 2.201 as stated in Appendix A, Notice of Violauion.
j In accordance with Section 2.790(d) of the NRC's " Rules of Practice." 10 CFR Part 2, documentation of the findings of your safeguards and security measures
are exempt from public disclosure; therefore, the Notice of Violation and the enclosed inspection report will not be placed in the Public Document Room and will receive limited distribution.
We have determined that the enclosures so designated contain Safeguards Information and therefore are subject to the controls of 10 CFR 73.21.
The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget as required J
by the Paperwork Reduction Act of 1980, PL 96-511.
