In order for us to complete our review of your proposed Decommissioning Plan and Emergency Plan we need the information as stated in the enclosure. Please provide this information by January 20, 1987.

The reporting and/or recordkeeping requirements contained in this letter -

affect fewer than ten respondents; therefore, OMB clearance is not raquired under P.L.96-511.

A ENCLOSURE Humboldt Bay Power Plant, Unit 3 Docket No. 50-133 Emergency Planning Information for SAFSTOR Request for Additional Information

1. The Humboldt Bay Power Plant (HBPP), Unit 3 Emergency Plan for SAFSTOR, Revision 0, dated March 20, 1985, refers (on p. 63) to letters of agreement (LOAs) with offsite organizations that are expected to respond or provide a service in the event of an emergency. The LOAs, which typically describe the arrangements and agreements reached with the support organizations, should be appended to the plan. The LA0s should be current and there should be a commitment to review and certify them on an annual basis.
2. The HBPP emergency plan clearly states that the Humboldt County Sheriff's Department will be notified in the event of an emergency. Describe the procedure and identify the responsible organization and/or individual by position title, for notifying the State of California. Also, indicate the individual by position title in the onsite emergency orgnization, respon-l sible for notifying the NRC.

i l 3. Describe the methodology and identify the licensee personnel by position l

title, both during regular and non-regular duty hours, responsible fcr assessing the actual or potential radiological consequences of an accident for HBPP Unit 3 SAFSTOR.

4. Identify by position title, the individual with the overall authority and responsibility for emergency planning at HBPP Unit 3. Also, identify by title, the individual responsible for the day-to-day development and up-dating of emergency plans and procedures and coordinating these with other response organizations.
5. A reference is made in the SAFSTOR emergency plan (on p. 63) of appendices to the plan. The appendices should be provided or the references, if not appropria'te, should be deleted.

I 6. A listing of the procedures relied upon to implement the HBPP SAFSTOR emergency plan in the event of an emergency should be provided.

7. Describe the Humboldt Bay program for providing information to the public on SAFSTOR, and how they will be notified, and what their actions should be in the event of an emergency. Also, describe the procedure for providing information to the news media and the public in an emergency.
8. Describe the program for controlling radiological exposures to onsite emer-gency workers in the event of an emergency during SAFSTOR.
