Hatch Licensee: Georgia Power Company Docket No. 50-321 Narrative Report for LER 50-321/1982-046 On 06-18-82 at 1245 CDT, valve for ID Plant Service Water pump seal and prelube water was found to be unlocked and not fully open as required by normal operating procedure for Plant Service Water. This valve was not fully open so that only partial flow would still be supplied to the pump seal and prelube of the pump. (Prelube is done just prior to normal pump start).

Upon automatic initiation of the Plant Service Water pump, the prelube function is not used. The pump operability was not affected by this valve

not being fully open.

Immediately, upon the valve misposition being reported, it was positioned to the open position and locked as required. All the other Plant Service

, Water valves at the Intake Structure were checked for proper position per l Plant Service Water Procedure for both units one and two. No other dis-crepancies were found. This valve lineup was completed on 06-19-82.
