LER 50-366/1978-71 The scheduled dates for the conpletion of surveillance procedure HNP-2-3003 tas between Novenber 6,1978 and November 13, 1978. Because of plant conditions during the Start-up test the pi ocedure could not be run until Novenber 10, 1978.

Instrument 2B21-N017A was completed .at this time. Plant conditions prevented the procedure from being restarted until November 13, 1978. Instruments 2B21-N0170 ard C passed the functional test but the indicatcr was found out i of calibration and had to be replaced. During this time a half-scram was '

received fran the main steam line radiation monitors. Procedure HNP-2-3003 was stopped and renair work was started on the MSL radiation monitors.

Plant restrictions prevent more than one operation, either maintenance or j1 surveillance, from being perf ormed in the Reactor Protection Systen at any !l one time. Before HNP-2-3003 could .be continued and completed the surveillance i interval for 2B21-N0170 was exceeded. The proceudre was conpleted t.. dovenber 16, ,
