We are asking you before making a decisicn to confi Vepco's North 'r a License of April 1, 1970 to consider our concerns about doubling the settlement conditiens at North Anna.

We feel that you must not increase Vepec's allowable settle-ment but to Ecid a Hearinz to make public, settlement conditions and risks beneath all Horth Anna buildings and to investigate revocation of Vepco's Horth Anna operating liscense for withholding hazardous settlement information frc the Atomic Safety and Licensing 3 card.

In view of the U R C awareness that the bounds of error were greater than initially believed and will no longer accept the 1975 Reactor Safety Study (Wash 1400) as reliable then it is time to re-evaluate the problets, mistakes and mis-information that 7epco has been giving.

It is up to your board to give the public an opportunity to speal on these changes and other safety hazards.
