River Bend Station - Unit 1 Docket No. 50-458 NRC Bulletin 88-10 This letter provides Gulf States Utilities Company's (GSU) interim  ;

response to NRC Bulletin 88-10, " Nonconforming Molded-Case Circuit l Breakers." In an earlier response dated March 31, 1989, (RBG-30445) GSU stated that it had been unable to complete the traceability evaluation required by the bulletin for 30 circuit breakers (CB.) out of the 1471 breakers that were in GSU's warehouse stock. In accordance with our commitments in that letter, GSU is providing this updated traceability evaluation for those breakers. ,

Two of the 30 CBs were traceable to the circuit breaker manufacturer (CBM) thmugh a standard manufacturer's certificate or conformance. The remaining P8 CBs were unable to be traced using that methodology.

Listed in the attachment to this letter are these 28 CBs along with their respective suppliers and CBMs. In lieu cf a manufacturer's ,

certificate of conformance, GSU opted to pursue the traceability of '

these breakers directly with the CBM of the breakers as determined by physical markings on the breakers. The CBM were requested to recertify the breakers, using a combination of testing and inspections, to prove that the CBs were manufacturered by them and not refurbished. A determination that these CBs wer'e not refebished resolves the original concern that resulted in the issuance of Bulletin 88-10. Nineteen of the 28 have been returned to their manufacturer for this decertification. In all cases, through a combination of testing and inspection, these CBs have been certified by the CBM as not being refurbished. Documentation supplied by these CBM recertifications provides the required traceability of these 19 CBs to the CBM in accordance with Bulletin 88-10.

l Negotiations with the CBM (GE) for the remaining nine CBs are ongoing.

GSU will have these CBS decertified or tested in accordance with Bulletin 68-10 requirements and report the results to the NRC by June 28, 1989. GSU is extremely confident that these nine CBs were not refurbished.
