River Bend' Station - Unit 1 Docket No.'50-458 Gulf States Utilities Company (GSU) is providing this letter to address the -

progress of procurement and evaluation activities for a system meeting Regulatory Guide (RG)'1.97~ neutron monitoring requirements as identified in a letter dated July 6, 1988-(RBG-28211).

An amendment request to Facility Operating License NPF-47 Condition 2.C(14), Attachment 5, Item 2, " Neutron Flux Monitoring Implementation",

was submitted on May 25, 1988 and approved in an SER dated September 6,

' 1988. The license amendment granted an extension to the current implementation date from the second refueling outage to the next refueling

' outage ten months after receipt of the NRC Staff's Safety Evaluation Report on the Boiling Water Reactor Owner's Group (BWROG) neutron flux monitor alternate design position but no later than January 1,1991.

Currently the bid specification for a Neutron Monitoring System meeting RG-1.97 requirements is on hold. It is crucial that the NRC response to the BWROG License Topical Report be available prior to the issuance of the bid specification due to the significant delay cost which would be incurred should a system installation be unnecessary or the system as bid be found to be inappropriate.

Dased on the scheduled refueling outage three (RF3) date of September, 1990, the' specification must be issued in May 1989. This date is determined from an estimated six months for vendor preparation of bids, bid review by GSU to ensure vendor compliance with specification requirements, purchase order issuance, and the previously identified 10 month equipment lead time.  !

If the NRC response to the BWROG License Topical Report is not issued by May 1989, an extension to the present license condition may be required.

Our existing system meets or exceeds the revised requirements presented in the License Topical Report and thus issuance of the bid specification prior to NRC comments on the Report could cause GSU significant unnecessary efforts and cost. 913 fT I l 6904120123 DR 890331 g ADOCK 05000458 I PDC
