This identification included CBs purchased from a circuit breaker manufacturer (CBM) or from any other source. A total of 1471 CBs from 13 different vendors were identified. A list of these vendors and the number of CBs obtained from each is provided in Attachment 1.

Documented evidence such as Certificates of Conformance (C of C) were reviewed to establish traceability to a CBM or to a QA audited vendor.

Certificates from parties other than the CBM were originally considered to be acceptable provided the vendor had been audited to 10CFR50 Appendix B program prior to procurement. Based on this definition of traceable, as of March 1, 1989, GSU had determined all Bulletin 88-10 applicable circuit breakers to be traceable.

1 On March 14, 1989, GSU obtained additional NUMARC/NRC information and clarifications concerning NRC Bulletin 88-10. This information was contained in a NilMARC memorandum to the NUMARC Board of Directors dated March 9, 1989, which contained as an enclosure a letter dated February 17, 1989, from the NRC to NUMARC. After reviewing this new information GSU determined that additional evaluation would be required in order to determine traceability of the subject CBs to a CBM in a fashion acceptable to the NRC as meeting the requirements of Bulletin 88-10.

NRC/ Bulletin 88-10 Page 2 GSU has undertaken this additional evaluation and, to date, has determined 98.0% of the CB subject to Bulletin 88-10 concerns to be traceable to a CBM.

The evaluation for the remaining 2.0% which represents 30 CBs has not been completed. This part of our evaluation is scheduled for completion April 15, 1989. The vendors supplying these remaining CBs are listed in Attachment 2.

GSU has just entered into a refueling outage. This outage represents the first outage starting after March 1,1989, as listed in Bulletin 88-10 as a schedule point for a number of items. GSU's outage began March 15, 1989, and is scheduled to be complete May 5, 1989. Since GSU's initial evaluation resulted in all breakers being considered traceable, efforts that might have been required during this outage to respond to Bulletin 88-10 were not considered. GSU is unable at this point to consider any of those potentially required actions until after the remaining evaluation is completed.

In light of the above discussion, GSU requests an extension to provide a final response to this bulletin. GSU proposes to provide to the NRC by May 15, 1989, the final results from the ongoing evaluation for traceability. At that time and as dictated by those final results, GSU will provide for NRC concurrence a schedule or an exemption request with justification for any required testing and a schedule for the consideration, if any is required, of CBs installed in the plant in accordance with Actions Requested paragraphs 4 and 5 in the bulletin.

Finally, as of March 17, 1989, all CBs retained in stock as spares that might be installed in safety related applications that have not been traced to a CBM have been placed on hold. These breakers will not be installed in the plant until after traceability is verified. Additionally, in accordance with bulletin Action Requested paragraph 7, GSU has verified that all CBs installed in safety related applications after August 1,1988, were traceable tc a CBM.
