River Bend Station - Unit 1 Docket No. 50-458 This response addresses the request in a letter dated October 23, 1986 from J. E. Gagliardo to William J. Cahill, Jr. regarding unresolved item 8624-03, " Condensate Pump Injection Pressure".

In the current River Bend Station Emergency Operating Procedures (EOP) on Reactor Pressure Vessel (RPV) Control, EOP-0001, " Emergency Procedure -

Reactor Pressure Vessel Control", step 3.2.7 requires emergency depressurization if the RPV water level is decreasing or cannot be maintained above the top of active fuel with at least two injection systems (or subsystems) lined up and the RPV pressure is greater than the pump pressure range given in Table A of EOP-0001.

This step in the EOP was based on the guidance provided in Contingency No. 7, " Level / Power Control", of the Boiling Water Reactor (BWR)

Emergency Procedure Guidelines (EPG), Revision 3. In providing guidance for the injection subsystem pressure range, Contingency No. 7 used the term, "RPV pressure range for system operation". When incorporated into EOP-0001, the condensate pump shutoff head pressure (600 psig) was used in compliance with the generic guidance since this is the pressure range over which the system will operate.

Even though the direction provided to the operator in EOP-0001 is in agreement with the guidance provided by the EPG, GSU is re-evaluating the pressure ranges given in Table A to establish maximum system injection pressure ranges. This will provide improved guidance to the operators when implementing this procedure. The maximum injection pressure ranges will be determined and will be incorporated into the subject EOP during the first quarter of 1987.
