River Bend Station-Unit 1 Refer to: Region IV Docket No. 50-458/ Report 86-09 This letter is in response to the NRC identified deficiencies contained in NRC Inspection Report No. 50-458/86-09. The inspection was performed by Mr. J. B. Baird and a team of inspectors during the period February 24-28, 1986 of activities autho'rized by NRC Operating License NPF-47 for River Bend Station (RBS) Unit No. 1.

Gulf States Utilities Company's (GSU) corrective action and

' schedule for the two NRC identified deficiencies, " Command and Control in the Operations Support Center", and, " Compliance With Provisions of the Emergency Implementing Procedures", are provided in the enclosed attachment. In addition, GSU evaluators identified five deficiencies during the 1986 annual emergency response exercise. These items have been included in the post-action report developed subsequent to the exercise. The seven deficiencies will be included in the objectives list for the 1987 annual emergency response exercise. They will also be addressed during the 1986-1987 training cycle and integrated .

drills to demonstrate the ability of the RBS Emergency Organization to conduct these activities in a satisfactory manner. This completes GSU's response to the subject deficiencies.

. .s ATTACHMENT Response to NRC Identified Deficiencies in Inspection Report 86-09

1. 50-458/8609-01 NRC Deficiency The command and control exhibited in the Operations Support Center (OSC) were inadequate in that no plant status announcements were made by the OSC coordinator, status boards were not properly maintained to provide current and complete information and team briefings on in-plant status were incomplete.

GSU Response As part of the 1986-1987 Emergency Plan Training Cycle, the personnel assigned to the OSC will receive Module 11, " Operations Support Center Drill." In addition, during the pre-drill training sessions for Module 11, the suhject deficiencies will be emphasized. These areas will also be critiqued during the integrated drills and practice exercise prior to the 1987 annual emergency response exercise.

2. 50-458/8609-2 NRC Deficiency Compliance with the provisions of the emergency plan implementing procedures was not always adequate as determined by the following observations:
a. Emergency equipment was not located in kits and cabinets as stated in EIP-2-103.
b. Offsite monitoring teams were not briefed prior to departure as required by EIP-2-014, Section 4.1.2.6.
c. Emergency kits and cabinets were not sealed as required in EIP-2-103, Section 3.1
d. Radios were not in designated vehicles as required in EIP-2-014, Section 3.4.

-GSU Response

a. EIP-2-103, " Emergency Kit Inventory", is currently under revision so that the inventory list will be divided into three categories:
1. Storage Room 2.- Cabinets
3. Offsite Kits This will allow for entrance into the storage-room without tampering with the cabinets or kits to facilitate maintenance of portable radios. The procedure will be approved by August 1, 1986.
b. Briefing of the offsite monitoring teams will be emphasized during RBS Emergency Plan Training Module 12, " Emergency Operations Facility Drill",

and the integrated facility drills and practice exercise prior to the 1987 annual emergency response exercise.

c. The emergency kits and cabinets have been inventoried. and sealed in accordance with EIP-2-103, Section 3.1. A log for registering entrance into the EOF Equipment Storage Room has been placed on the exterior door stipulating provision for identifying if any_ seals have been tampered with or broken'.
d. The Radiation Protection and Environmental Services Departments have each been provided with two portable radios and a charger to ensure that personnel utilizing these 4 wheel drive emergency vehicles can be recalled in the event of the declaration of an emergency requiring the use of the vehicles. The personnel using the vehicles have been instructed that they must obtain one of the portable radios prior to checking out-the vehicle.

EIP-2-014, "Offsite Radiological Monitoring", and EIP-2-105, " Control of Radiological Monitoring Vehicles", will be revised as of August 1, 1986 to indicate that the vehicle does not have two-way radio communications capability unless the portable radio is inserted into the converta-con. It will also imply that if there is no portable radio in the converta-con or the radio is inoperable, do not operate the vehicle.
