Jaudon,- W. M. McNeill, -and: C. C. Harbuck during the period August 16 through September 15, 1985, of activities authorized by NRC Operating License NPF-40 for River Bend Station Unit-No. 1.

Gulf States Utilities Company's (GSU) response to the Notice of Violation 85-62-01, " Failure to Follow an Administrative Procedure," is provided in the enclosed attachment.- This completes GSU's response to the Notice of Violation.

1 Reason-For The Violation ADM-0003' procedure requirements with regard to Temporary Change

' Notices (TCNs) ~ were not fully-implemented for Surveillance-Test

' Procedures t (STPs)L for = semiannual calibration of source range

monitor channels. -

Th'e. Corrective' Steps Which Have Been Taken and The'Results

' Achieved The deficient-Temporary Change Notices 85-1214, 85-1405, 85-1406 Jand 85-1440 were determined to be one time changes necessary_to allow the performance of initial testing prior to fuel load and

were subsequently cancelled.

Temporary;._ Change Notices 85-1436, 85-1453 and 85-1454 had been issued. to correct. procedural ' deficiencies. 'They- have subsequently been incorporated into' permanent STP revisions.

lIn an attempt >to uncover similar. problems, a selected. number of reviewed-

STPs_ with TCNs were for ~ acceptance criteria

deficiencies.
None'were identified.

After. 'the [ completion' of thef semiannual channel' calibration

procedures STP-503-4203, 4204, 4205 and'4206, the Source Range Monitors.'were_ verified to.be operable on 8-15-85 and 8-16-85 by

'theLauccessful completion,of the-weekly channel' functional test proceduresz STP-503-4503, 4504, 4505 and 4506.- ]

LThe Cor'rective Steps Which Will Be'Taken to' Avoid Further Violations

'To prevent-recurrence, the management responsibilities of the I&C

.. Department .have beenfreorganized to allow a more thorough review of-~ completed- STPs by- the I&C. Supervisor. On 10-8-85,- a

memorandum..was' issued by the I&C Supervisor instructing all I&C personnelconothe proper steps to follow during _the preparation and performance.of Temporary Change Notices associated with STPs.

.In addition, changes have been made to Administrative Procedures ADM-0003 and ADM-0015, clarifying the use of TCNs to preclude the

recurrence of similar problems in the future.

The Date When Full Compliance Will Be Achieved As a result of the corrective actions taken, the procedure requirements of -ADM-0003 and ADM-0015 are now being fully-
