SUBJECT:

TRANSFORMER FIRE On May 29, 1989, at 9:19 p.m., a nonsafety-related 230-kV transformer ruptured at' the top and caught fire when it was energized following a inodification to restrict access of small animals. A nearby pickup truck also caught fire.

-The fire was extinguished in about 6 minutes without outside assistance.

No one was injured. The transformer,.which is one of four that supply offsite power to the plant,,is located near the fence, outside the protected area of the plant. RBS is currently in a refueling outage.

The licensee is' investigating to determine whether any in plant equipment was damaged. Smoke was observed in the area of the 13.8-kV switchgear that-provides power to the auxiliary boiler. There is no evidence of any damage beyond electrical breakers that isolate the transformer from the plant electrical system. . Early information indicates that a possible internal fault may have caused the failure.

The licensee and the NRC are responding to news media inquiries.

Region IV received notification of this occurrence by telephone from the Headquarters Operations officer. Region IV has informed EDO, NRR, and PA.

This information has been confirmed with a licensee representative.
