SUBJECT:

STOP-WORK ORDER ISSUED TO CONTRACTOR DURING REFUELING OUTAGE The licensee issued a stop-work order on March 24, 1989, at'approximately 9 a.m.

to their Stone & Webster contractor who is providing staff augmentation work for the onooing outage. Contract mechanics were to conduct a planned pipe cut on a portion of the residual heat removal (RHR) system Train A test return line to the suppression pool. Because of inadequate verification, the pipe cut.took place on RHR B. The plant is currently utilizing RHR B for shutdown cooling; however, because of the location of the work, this function was not affected. RHR is not required due to the plant's shutdown condition and having greater than 23 feet of water above the vessel flange.

The licensee informed the NRC at 10:30 a.m. on March 27, 1989, that the stop-work order was lifted after additional quality control inspections were specified to assure adequate control of Stone & Webster work.

Neither the licensee nor the NRC plans to issue a press release.

The state of Louisiana will be informed.

Region IV received notification of this occurrence by telephone from SRI at 2 p.m., March 24, 1989. Region IV has informed E00, JRR, and PA.
